The River Watcher is a Fillorian Magician and the self-appointed guardian of Chatwin's Torrent.
Biography[]
Assisting the Ungrateful[]
- "Actions have consequences, Penny. Even glib words spoken in casual arrogance. It's past time you learned, especially given the position you'll occupy soon."

"No, look, hey! I'm - I'm sorry, okay. Please, fix my hands."

The River Watcher assisted Penny Adiyodi and Margo Hanson in using Chatwin's Torrent after Martin Chatwin cut off Penny's hands at the Wellspring. Afterward, he offered the two various elixirs and other products he made, which they denied.
When the River Watcher asked for payment for his services, stating that 20 pieces of gold would suffice, much to Margo's surprise. Penny then began to insult him, calling him a con man for charging people to use a natural resource. While Penny walked away, Margo Hanson offered her diamond earrings as payment, but the River Watcher was confused as to what a diamond was.
As the two walked away, the River Watcher used a spell to curse Penny's hands. When Penny later returned to ask him to undo the curse, the River Watcher stated that he would need to learn that his actions have consequences given the position he was going to soon take.[1]
Personality[]
Described as mercurial and dangerous, the River Watcher is a cunning Magician. A peddler at heart, the River Watcher offers his services for a price, and when his price cannot be met, he'll accept slave labor as an alternative. When confronted by Penny Adiyodi over his conniving scheme using the natural resource of Chatwin's Torrent for his own gains, he, in turn, cursed Penny's newly restored hands, explaining that the Traveler lacked proper manners.

- Magician: The River Watcher harnesses the energy from the Wellspring to perform magic.
- Curses: After Penny Adiyodi insulted him for his scheme using Chatwin's Torrent, the River Watcher cursed the Traveler's hands. The curse prevented Penny from reliably casting spells, and was powerful enough that Sawbones wouldn't treat Penny in fear of it spreading to his own hands.
